2025 Consumer Arbitration Board Application Limit
According to the Communiqué on the Increase of Monetary Limits Pursuant to Article 68 of the Law No. 6502 on the Protection of Consumers and Article 6 of the Regulation on Consumer Arbitration Boards, published in the Official Gazette on December 20, 2024, the monetary limits have been redefined for 2025.
Under the new update:
– Consumer Arbitration Boards at the provincial or district level will have jurisdiction over disputes valued at less than TRY 149,000.
Result:
For disputes exceeding this amount, applications cannot be made to consumer arbitration boards; such disputes shall be filed directly before consumer courts. The new monetary limit will be effective as of January 1, 2025.
Administrative Fines Prescribed under the Law No. 6502 on the Protection of Consumers
Pursuant to the amendments introduced under the Consumer Protection Law No. 6502 (“Consumer Law”), the administrative fines stipulated in Article 77 have been increased by the revaluation rate of 43.93% for the year 2025.

– Contracts and consumer information must be drafted in a font size of at least 12 points.
– Terms unfavorable to the consumer cannot be amended during the contract period.
– Information regarding any fees and expenses to be demanded must be provided to the consumer.
– Products or services not ordered by the consumer may not be supplied.
In the event of a breach of each of these obligations, an administrative fine of TRY 3,166 per transaction or contract will be imposed.
Price Tags and Distance Contracts:
Failure to comply with legal obligations regarding price tags and price lists of goods offered for sale in retail businesses, as well as restrictions on the consumer’s right of withdrawal in distance contracts, or breaches in informing consumers and enabling them to exercise their rights, will result in an administrative fine of TRY 3,166 per contract or transaction.
Advertising and Unfair Commercial Practices:
Deceptive and misleading advertisements, as well as unfair commercial practices, are subject to administrative fines imposed by the Advertisement Board. The amounts vary depending on the medium and impact of the violation, ranging from TRY 86,358 for local broadcasts to TRY 31,808,530 for nationwide broadcasts.
